That person is properly identified as an illegal alien. The liberals who write editorials at the Kansas City Star lack the intelligence to understand this simple distinction. In Monday’s piece titled “Be fair to immigrants,” the Star applauded the federal court ruling throwing out a challenge to the law that allows some children of “undocumented immigrants” to pay in-state college tuition. These kids have to have attended a Kansas high school for three years, received a diploma or a G.E.D., and have made plans to gain U.S. citizenship. The Star says they’re not taking the place of other deserving students. Wrong. They’re still illegal aliens. Also, I don’t buy the notion that they are not taking the place of other deserving students. I’ll bet there are plenty more students wanting in than there are spots at state schools all over the country. Let them get their citizenship first, then get the in-state rate. That way, they’re truly treated on a equal footing. Without being citizens, they are being subsidized by taxpayers when it comes to every single public service they use—everything, from police to fire to emergency medical care. And that means that other students and their parents are the ones who are forking out a never-to-be-paid back-directly handout to such people. That stinks. I’m happy to tell you that an appeal has been planned for the decision. You may have heard me say on the radio that criticism without a realistic alternative is just so much B.S., so here’s the Woods Plan for allowing illegal aliens who want a break on tuition to get a break in a fair and just way. You’re the kid who wants in-state tuition to get a college degree? Fine, you got it! You have to agree to the high school diploma or G.E.D. requirement and have made plans to become a citizen. But here’s the catch: you will pay out-of-state tuition at full cost for your entire college career. The money above and beyond the amount of in-state tuition will go into an interest-bearing account held by the state of Kansas. If you flunk out OR get your degree and fail to become a citizen in a reasonable amount of time, thanks for the cash and best of luck as you return to Mexico, or India, or Wherever. You’ll still qualify for your home country’s best tuition rate, I’m sure. If you get your degree AND become a citizen, then you get the difference you paid back—MINUS the interest, which the state will keep to use to cover the costs of the plan and/or to dump back into the college to enable other illegal aliens to take a shot at the same thing. It’s a great deal—you’ll have a ready-made chunk of savings to begin your career, which most other students simply do not have. You will also have learned the value of saving and planning, something that seems to have been lost on most kids in college since the doors of the first college were opened. “Be fair to immigrants?” No problem. As soon as they turn into actual immigrants and leave their real status as illegal aliens behind.
